Biography

James Hamraie is a Partner at Juwon Babalola Law Firm and the firm’s lead technology and intellectual property attorney, with a practice built around data privacy, cybersecurity, IP registration and licensing, and technology transactions. Within the firm, he advises clients in software, AI, biotechnology, fintech, and digital media on developing, protecting, and commercializing innovation, while keeping them compliant with Nigerian and international regulatory frameworks as they scale across markets.

James’s privacy and cybersecurity work for the firm runs deep. He has supported an FTC-mandated privacy compliance program for a global adtech company, covering regulatory analysis, policy development, and privacy review of vendor and partner agreements, and advises businesses on privacy and cybersecurity obligations across U.S. state, federal, and international frameworks, building incident-response plans and NIST-aligned compliance tools along the way. On the transactional side, he has drafted, reviewed, and negotiated well over a hundred technology and commercial agreements, spanning advertising, data and IP licensing, vendor, supplier, and partnership deals, and regularly advises emerging-technology companies on IP management, corporate governance, and product commercialization.

As the firm’s AI practice has grown, James has become the natural lead on it. He develops AI governance frameworks and best practices addressing AI risk management, agentic AI, employment AI, transparency, and human oversight, giving the firm’s clients a lawyer who understands both the technology and the regulation converging around it, rather than one learning AI issues on the fly.

James brings a technical and multidisciplinary background to this work that few firms can match. He holds a J.D. from Emory University School of Law and an LL.M. in Intellectual Property Law and Legal Analytics and Innovation, with a focus on data privacy, from Georgia State University College of Law, where he graduated summa cum laude, and he is completing an M.S. in Cybersecurity at Georgia Tech. He holds the IAPP’s CIPP/US and CIPT certifications and a Privacy Engineering Certificate from Carnegie Mellon University, and is licensed to practice in Georgia.

James also stays active in shaping the field itself, through involvement with the American Bar Association and as founder of the State Privacy Law Information Tracker (SPLIT), which the firm’s clients benefit from indirectly through his up-to-date view of a fast-moving regulatory landscape.
